TERMS OF REFERENCE (TOR) RECRUITMENT OF A LOCAL CONSULTANT TO FORMULATE A MARKETING STRATEGY FOR THE GAMBIA INTERNATIONAL AIRLINES NEW CARGO COMPLEX.
BACKGROUND:
The Trade Facilitation Project (GIA Cargo Complex Project) is one of the Enhance Integrated Framework (EIF) Tier 2 projects implemented by the Ministry of Trade, Industry, Regional Integration and Employment. As part of the project implementation, an ultra-modern cargo complex with a state of the art facility was built for the Gambia International Airline (GIA) as the main beneficiary to the project. The overall objective of the project was “to increase national participation in international trade by stimulating both the local and national economy and contribute to improved livelihoods in the tourism and horticulture and fisheries export sub-sectors”.
The project’s specific purpose is to improve trade facilitation and increased logistics infrastructure and services at the Banjul International Airport (BIA) through improved institutional arrangements, building human capacity and providing support services to ensure transparent, secured and competitive airport services are available to exporters and small holder businesses to stimulate the tourism, horticulture and fisheries export sub-sectors.
OBJECTIVE:
As we get to the operation of the cargo complex, MOTIE and GIA intend to recruit a local consultant to formulate a marketing strategy for GIA Cargo Complex.
SCOPE OF WORK:
• Create an implementable and sustainable Marketing Strategy.
• To identify International Markets and their accessibility for locally produced products.
• Provide strategies to bridge the gap and link local markets to external markets.
• Recommend measures to assist in the development of local horticultural products targeting women producers and exporters.
• To strategically position the Cargo Complex in a way that will entice customers to utilize the complex facility for their Cargo.
• Create a detailed marketing plan, develop the marketing message targeting MSMEs, exporters and cargo logistics service providers, and identify the appropriate marketing mix.
• Design an online marketing strategy with special focus on social media platforms.
• State clear guidelines to follow the plan through, for ease of executing and implementing the marketing strategy.
• State the guidelines for the monitoring of results.
• Link the strategy to GIA’s marketing plan for synergy and sustainability.
• Serve as a resource person in the stakeholders’ validation of the document.
• The final copy of Strategy document is to be submitted to MOTIE by 1st of June 2018.
QUALIFICATION AND REQUIREMENTS:
• Lead consultant should have a Masters in Marketing or equivalent with 5 years work experience in the Marketing field.
• Provide reference of similar work done within the last 5 years.
• Knowledge in E-Marketing.
• Female candidates are encouraged to apply.
BUDGET FOR ASSIGNMENT:
The consultant is to state his/her fees for the service, itemize expenses and define mode of payment.
SERVICES TO BE PROVIDED BY GIA:
GIA will provide an office with high speed internet connection for the sole use of the consultant.
